Credited with coming up with the “Tradition of Excellence” philosophy, Petch served as the president of UVic for 15 years (1975-90).  Petch had the intuitive vision of defining the foundation of the university’s athletic program, striking up a task force that set the criteria for selecting the sports in which UVic would pursue excellence. The findings of the study determined the UVic should narrow their athletic focus, drawing the majority of attention and resources towards sports that they were likely to succeed at.

After his philosophy was adopted, UVic would find unparalleled success in athletics, winning 25 national championships during his presidency. Petch also was instrumental in establishing of the National Coaching Institute and National Training Centers at UVic and was a key proponent of the 1994 Commonwealth Games in Victoria.
